Gather your supplies:
Markers
Balloons of all sizes! I used water balloons, 7in., and twist balloons. I used about 150 balloons.
Ribbon
Construction or scrapbook paper
Scissors
Foam wreath
Sewing pins
So easy and fun to make! Make your Happy Birthday Sign and pin it to the wreath, now start pinning your balloons around it! Instead of using 500 pins I decided to put multiple balloons and ribbon on the same pin. And so you wouldn't be able to see the pin heads I put the pin inside the balloon and then poked it through the one side! This project takes a bit of time but is so worth it! :)
